About Us
Fund for responding to Loss and Damage (FRLD) addresses the urgent and growing needs of vulnerable communities in developing countries facing the irreversible impacts of climate change. It finances initiatives to help vulnerable communities recover from climate-related losses and damage resulting from incidents such as climate-induced extreme weather events, rising sea levels, and other climate-induced crises. These initiatives are tailored to respond directly to country-specific needs and priorities, ensuring that solutions are locally driven and contextually appropriate.

FRLD Board
The Board of the Fund for responding to Loss and Damage consists of 26 members from Parties to the Convention and Paris Agreement, with 12 members from developed country Parties and 14 from developing country Parties. The geographical representation includes 12 members from developed countries, three from Asia-Pacific States, three from African States, three from Latin American and Caribbean States, two from small island developing States, two from the least developed countries, and one from a developing country not included in the previously listed groups. Each Board member has an alternate. At its first meeting, the Board elected Mr. Richard Sherman (South Africa) and Mr. Jean-Christophe Donnellier (France) as its Co-Chairs for a one-year term.

The Loss and Damage Architecture: From Knowledge To Action

In collaboration with the Warsaw International Mechanism’s Executive Committee and the Santiago Network Advisory Board, the FRLD Board will co-host an event showcasing complementarity and coherence within the loss and damage architecture. This event will provide updates on recent progress and facilitate dialogue among stakeholders as these institutions align their efforts to respond to climate-induced loss and damage. It will emphasize how the three core pillars of the architecture—knowledge (WIM ExCom), technical assistance (Santiago Network), and finance (FRLD) - work together to support developing countries.

Launch of the Call for Funding Requests (CFR) for the Barbados Implementation Modalities (BIM)

As the world converges at COP30 in Brazil, dubbed ‘the implementation COP’, the Fund for responding to Loss and Damage (FRLD) is looking forward to this important avenue for advancing global climate action. Through strategic engagement with a broad range of stakeholders, the Fund will contribute to critical dialogues, and foster partnerships to drive meaningful progress in global climate action, particularly on loss and damage matters.

 

During COP30, the FRLD will take a critical step forward by launching its first Call for Funding Requests under the Barbados Implementation Modalities (BIM), the Fund’s start-up phase, and so called as it was approved at the Fund’s fifth Board meeting in Barbados. This call represents a significant milestone in the Fund’s journey, as it marks the Fund’s transition from establishment to operationalization.
