Sandra Romboli

 

Program Manager

Sandra Romboli is the Program Manager Results, Evaluation and Learning (REAL) at the Fund for Responding to Loss and Damage (FRLD) hosted by the World Bank Group. In this role she is shaping the core systems that will guide how the Fund measures impact, ensures accountability, and drives continuous improvement and learning. She oversees the generation, quality, and strategic use of results and learning from the Fund ensuring that evidence informs decision‑making and enhances the Fund’s effectiveness over time. She also provides strategic oversight on the overall performance and institutional effectiveness of the FRLD Secretariat.

 

With over 20 years of global experience across Multilateral Climate Funds, the United Nations, the World Bank, and the private sector, Sandra is a seasoned expert in results management, evaluation, impact, and organizational learning. She has held influential leadership and managerial roles advancing results and impact across transformative global programs. Her career is marked by a strong record of driving development effectiveness, shaping strategic directions, and ensuring high‑quality operational delivery in complex institutional environments.

 

Before joining the FRLD, Sandra spent more than a decade at the Climate Investment Funds (CIF), where she led the work on CIF’s Results and Impact System, covering a portfolio of 500 projects and USD 13 billion in funding. She also served as the Trust Fund Manager for the entire CIF – providing technical oversight of financial operations and compliance of trust assets - for one of the world’s largest climate finance mechanisms.

 

Sandra holds an MBA from Lund University and a Master of Science in Economics from Gothenburg University, Sweden.
