The secretariat of the FRLD is hosted by the World Bank under a Trustee and host agreements signed during COP29. It is led by Executive Director, Ibrahima Cheikh Diong, who took office in November 2024, initiating the process to transition to an independent secretariat to carry out the work of the Fund. In 2025, Mathilde Bord-Laurans was appointed as the Deputy Executive Director.

Mr. Ibrahima Cheikh Diong, a seasoned development leader and global policy strategist, is the inaugural Executive Director of the Fund for responding to Loss and Damage (FRLD). His appointment marked a fundamental milestone in the operationalization of the Fund, which aims to deliver critical financial support to developing countries most vulnerable to the adverse effects of climate change.

Mathilde Bord-Laurans
Mathilde Bord-Laurans is the Deputy Executive Director of the FRLD. She has over 15 years' experience in development finance across energy, infrastructure and climate sectors. With deep expertise in financial management and climate change, particularly in addressing economic and non-economic loss and damage, extreme weather, and slow-onset events Mathilde brings a wealth of knowledge and leadership to the Fund at a critical time to operationalize it.
