Program Manager

Andrey Shlyakhtenko is the Program Manager for the Resource Mobilization, Communications, and Partnerships at the Fund for responding to Loss and Damage (FRLD).

 

Andrey leads the Fund's efforts in promoting engagement, collaboration, and partnership among the Fund and key Loss and Damage stakeholders to advance coordination and cooperation mechanisms and facilitate linkages between the Fund and various funding sources to support mobilization of resources.

 

Andrey has over 25 years of professional experience in the area of climate change, development finance, and multilateral climate investments. Before joining the FRLD In November 2025, he worked for 15 years at the World Bank Group, first in East-Asia Pacific Infrastructure department, and then with IFC Blended Finance team. At IFC Andrey played a key role in managing the relationships with some of the largest IFC’s Blended Finance contributors and advancing broad resource mobilization efforts across the spectrum of partners.

 

In addition, Andrey has worked on raising resources and building effective partnerships for different business entities, including his own companies (in renewable energy space), public organizations, consulting firms, and others.

 

Andrey holds an MBA and International Business Diplomacy degrees from Georgetown University; and an MS degree in Molecular Physics from the St. Petersburg Polytechnic University. Andrey has completed IFC’s Global Business Leadership Program.
