As of November 19th, 2025, a total of USD 817.01 million has been pledged to the FRLD.
Addressing adverse effects of climate change, including extreme weather events and slow onset events, requires collective and coordinated action. Availability of adequate financial resources is central to the success of the FRLD in assisting developing nations that are particularly vulnerable to the adverse effects of climate change in responding to economic and non-economic loss and damage associated with the adverse effects of climate change. The FRLD Board is leading the resource mobilization efforts, with the secretariat playing an enabling role.
Since the Fund’s establishment at COP27 and the decision to operationalize it at COP28, the FRLD received pledges from 27 partners. Of these, 24 partners have signed contribution agreements, and as of November 19th, 2025, 23 had begun releasing their commitments. Efforts are underway to ensure all pledges are converted accordingly.

As climate-induced losses and damage grow, the need for more resources is evident. The FRLD will continue to advancing resource mobilization by strengthening relationships with existing partners, private sector engagement, and mobilization of blended finance and philanthropic resources.
